1) What size screw does the #10 fork terminal on the Ideal 30-3470 wire pigtail fit?
The fork end is sized for a #10 screw. Because it's a fork (spade) rather than a ring, you back the screw off a couple of turns and slide the terminal under the head instead of removing the screw and any other conductors already landed on it. That is the whole reason to reach for a fork terminal on a crowded terminal bar or a device screw you don't want to fully back out.
2) Is the Ideal 30-3470 pigtail terminated on both ends, or is one end bare?
One end only. The 30-3470 comes with the #10 fork crimped on at the factory and the opposite end stripped, so it lands under a screw on one side and goes into a wire nut, a push-in connector, or a direct termination on the other. No crimping tool needed on the job, and no stripping either unless you want a longer bare length than what comes on it.
3) Is the Ideal 12 AWG pigtail solid or stranded wire?
Stranded copper, 12 AWG. Stranded takes the bend radius better in a tight device box and seats into a crimped fork terminal properly, which is why it's what gets used on a pre-made pigtail. If your splice partners are solid conductors, use a wire connector rated for mixing solid and stranded, and keep the stranded end trimmed flush so no strands escape the connector.
4) Is an 8 inch pigtail long enough to work with inside a device box or panel?
Eight inches is the overall length of the 30-3470 pigtail, which is the usual working length for a jumper between a device or terminal screw and a splice a few inches away. It's enough to fold the conductor back into a standard box behind a device, and enough to reach across a terminal bar to a nearby splice point. If your run is longer than a box or a panel gutter, cut and make up your own conductor instead.
