No on both counts. The 60-5933 is not ADA compliant and is not RoHS compliant. Since it is a ceiling chain hung fixture it is not a wall-protrusion concern, but if your spec calls for RoHS or an ADA-compliant luminaire, this one will not satisfy it. It also carries a California Prop 65 notice for lead.

Dimming is lamp dependent. There is no integrated LED driver and no CCT selectable function in the fixture, so whether it dims and what color temperature you get is decided entirely by the E12 candelabra lamps you install. Choose dimmable lamps and a compatible dimmer if the circuit is dimmed.
