1) Is the Oatey 43508 toilet flange ABS or PVC?
ABS. The 43508 body is ABS and is listed to ASTM D2661, the standard for ABS DWV pipe and fittings, so it solvent welds to black ABS drain pipe with ABS cement. It will not glue to white PVC DWV pipe - for a PVC stub you need a PVC closet flange and PVC cement.
2) Will this Oatey flange sit flush with my finished floor?
Yes - the 43508 is designed to sit flush on the floor surface, which is where a closet flange belongs so the wax ring compresses correctly against the toilet horn. Set it on top of the finished floor, not under tile or underlayment. If your existing pipe comes up below the finished floor height, you'll need a flange extender ring rather than stacking wax.
3) Does the Oatey 43508 flange come with a test cap?
No. The 43508 is the version without a test cap - it ships with the plastic ring only. If you still need to pressure test or keep debris out of the drain during construction, order the test cap variant of the same flange or a separate 3 inch knock-out test cap.

The 43508 uses a plastic ring, not a stamped steel or stainless ring.
