Yes. The Oatey 38495 outlet box is Warnock Hersey certified for both 1-hour and 2-hour fire-rated wall assemblies. The box itself is Bulk Molding Compound (BMC) with a UL-classified insulating material, which is what maintains the rating of the wall once you cut the opening. That's the reason to specify this box over a standard plastic one in corridor, demising, or unit-separation walls in multi-family and hospitality work.

No valves. The 38495 is the plain box version, so you get the BMC box, the faceplate, and the adjustable metal mounting brackets, and you supply and install the valves and supply connections yourself. If you want a box that arrives with valves already fitted, you need a different configuration in the Oatey fire rated line, not this one.

The mounting brackets are adjustable metal, so the box can be shifted in or out on the stud to bring the front flush with the finished wall surface. That matters on jobs running 5/8 inch type X board in a rated assembly, or double-layer board, where a fixed-depth box would end up recessed or proud of the finish.

It comes down to the wall. In a non-rated interior partition, an ordinary plastic outlet box is fine. Any time the box penetrates a 1-hour or 2-hour rated assembly, which in multi-family means most corridor walls and every unit separation wall, the penetration has to be protected, and that is what the 38495 is for with its Warnock Hersey certification and UL-classified insulating liner. Inspectors look at these openings, so putting a standard box in a rated wall is a rework item.
