1) Will the Intermatic WP1020C in-use cover fit a standard 4-inch square box?
The WP1020C is built for standard square 4 wall boxes in a double-gang configuration. Its footprint is 5.5 inches by 5 inches with a 2.25 inch clear depth, so the cover overlaps a 4 inch square box and its mud ring. It will not adapt a single-gang box; for that you need a single-gang in-use cover.
2) Can I use this Intermatic cover over a GFCI receptacle, or only a standard duplex?
Both. The WP1020C ships with a WP101 duplex insert and a WP102 GFCI insert, each single-gang, so you can set it up for a GFCI on one side and a duplex on the other, or whatever combination the box holds. The inserts rotate, so the same cover works whether the receptacles are mounted vertically or horizontally.
3) Will a plug with a cord still fit under the cover with the lid closed?
Yes, that is the point of an in-use cover. The WP1020C gives 2.25 inches of clear depth over the receptacle face, and the cord exit accommodates two #14 AWG cords or one #12 AWG cord. Heavier cord sets, transformer plugs, or large wall-wart adapters may exceed that 2.25 inch clearance.
4) Does the Intermatic WP1020C meet code for an outdoor wet location receptacle?
