Yes. The RAB T8 glass LED tube is a hybrid Type A+B lamp, so it will run off an existing compatible fluorescent ballast as a plug-and-play swap, or you can bypass the ballast and direct wire it. That flexibility is the main reason to pick a hybrid: you can drop tubes in now and convert the fixture to direct wire later when the ballast fails, without buying a different lamp.
2) Will this 4-foot LED tube fit a standard 4ft fluorescent troffer or strip fixture?
The tube measures 47.24 inches long and 1.18 inches in both height and width, which is the standard nominal 4-foot T8 envelope, so it seats in 4ft troffers, wraps and strip fixtures built for F32T8 lamps. Sockets are the usual bi-pin tombstones on that fixture type.
