1) What does the Schlage B520 mortise cylinder cam do, and do I need one?
The B520 is the cam that mounts on the back of a Schlage modular mortise cylinder. The cam is what actually turns the lock's mechanism when the key rotates, so the cam has to match the lock body you are putting the cylinder into. If you are dropping a Schlage mortise cylinder into a non-Schlage lock, the cam is the part that makes it work.

Adams Rite 4070 has its own dedicated cam option on the B520. That cam lets a Schlage modular mortise cylinder run the 4070, which is how you bring aluminum storefront doors onto the same key system as the rest of the building.

Just the cam. The B520 is the cam alone for a Schlage modular mortise cylinder, so you order the cylinder, the keying, and the cam that suits your lock body separately.
