Both, and you decide at install. Out of the box the FC21 works as a passage set for a hall or closet door. Insert the privacy pushbutton on the interior side and it becomes a bedroom or bath privacy lock, with a small emergency unlock feature so it can be opened from the outside. Nothing is keyed on it, so there is no cylinder to key into a building system.
