That is the range it is built for. The PK32DGTA kit is an I-Line panelboard accessory, so it mounts to the I-Line interior using the factory ground bar provisions rather than needing drilled holes. It is not a universal bar for loadcenters or NQ/NF panelboards.
3) Do I need a separate ground bar kit if the I-Line panelboard already has a neutral bar?
Yes, in most installations. The neutral bar is an insulated current-carrying bus; an equipment grounding bar bonds to the enclosure and takes the EGCs.
