Yes. The TP830SOC is a spanner (snake-eye) tamper-resistant head, which takes a two-pin spanner bit, not a Phillips or square driver. A standard driver will not seat in it. Order the matching spanner bit along with the screws if you don't already carry one.
2) Why would I use a spanner-head screw instead of a regular Phillips machine screw on an electrical cover?
Tamper resistance.
