1) What kind of driver do I need for the TP118SFC hex pin screw?
A hex pin (pin-in-hex) bit, not a standard Allen key. The drive recess has a solid post in the center, so a plain hex wrench will not seat. That is the point of the fastener, it keeps the public out of panels, covers and enclosures. Order the matching pin-in-hex bit with the screws if you don't already carry one, there is no driver in the 100 piece pack.
2) Will a tamper resistant machine screw work in sheet metal without a tapped hole?
No. The TP118SFC is a machine screw with a 1/4-20 machine thread, so it needs a tapped hole, a nut, or a threaded insert. It will not cut its own thread in sheet metal the way a self-tapping or sheet metal screw does. If you are going into unthreaded sheet, use a self-drilling tamper resistant screw or add a 1/4-20 nut behind the panel.
3) Is the head on this 1/4-20 tamper resistant screw flush or raised?
Flat head, so it sits flush in a countersunk hole. If the plate or cover you are fastening has a straight, non-countersunk hole, a flat head will not pull down flat against it, you want a pan or truss head instead for that condition.

The TP118SFC is a stainless 18-8 machine screw, which is the common corrosion resistant grade used for outdoor and washdown electrical work. It holds up far better than plain zinc plated steel in wet or coastal conditions. For heavy chloride exposure, 316 stainless is the step up.
