The TP117SBC is a button head hex pin-in socket screw, so a standard hex key will not seat. You need a pin-in hex (tamper-resistant hex) bit in the matching size, which has a hole bored down the center to clear the security pin in the drive recess. That pin is what keeps a plain Allen wrench out of it, which is the point of the screw on panel covers, enclosures and public-area fixtures.
