The TP201SFC is a star pin-in head screw, so a standard Torx bit will not seat. You need a pin-in Torx (tamper resistant star) bit, which has a hole drilled in the tip to clear the pin in the center of the recess. That pin is the whole point of the fastener: it blocks a common Torx or flat driver, so the screw can only be removed by someone carrying the matching security bit.

If the existing screws are 6-32 (the usual device plate thread) and the plate holes are countersunk, the TP201SFC drops into the same prep and swaps a standard slotted screw for a pin-in star head at 3/4 inch length. The catch is the driver: stock the matching pin-in Torx bits for your maintenance techs before you change out a building's worth of plates, or nobody can get the covers back off.

They are 18-8 stainless machine screws. 18-8 is the common 300 series austenitic grade, which gives good general corrosion resistance for exterior and damp locations, far better than plain or zinc plated steel. For salt spray or coastal exposure, a 316 stainless fastener is the step up.

It is a flat head (FH), meaning an 82 degree countersunk head that pulls down flush with a countersunk or chamfered hole. If the plate or cover you are fastening has a flat, uncountersunk hole, the head will stand slightly proud and you want a pan or truss head instead.
