The TP607SBC takes a pin-in-star (security Torx) bit, not a standard star bit. The head has a pin in the center of the recess, so a solid driver bottoms out on the pin and will not seat. You need a tamper-resistant star bit with a hole drilled in the tip. Keep a set on the truck if you are installing these on covers or enclosures you will need to service later.
2) Is the Metallics TP607SBC screw stainless, and will it hold up outdoors?
These are 18-8 stainless sheet metal screws, which is the common 304-type austenitic grade used for general corrosion resistance. That is suitable for exterior and damp locations such as outdoor enclosures, signage, and washdown areas. For salt spray or coastal exposure, 316 is the grade normally specified instead.
3) Will a button head screw sit flush, or does it stand proud of the panel?
Button head sits on top of the surface, not flush. If you need the head buried level with the panel, you want a flat (countersunk) head with a countersunk hole instead.
