The other end is female pipe thread, which takes a male threaded fitting or nipple dry, with thread sealant, no cement. So you're not cementing pipe into this bushing, you're cementing the bushing into a hub. If your reduction point is at the open end of a run of pipe rather than at a fitting, a spigot bushing is the wrong shape for it.
