2) Do I need a conduit gasket if my Stopper cover is mounted outdoors?
Yes, if the conduit is exposed. The 3003 gasket closes the gap where 1/2 inch conduit enters a surface mounted cover, which is the main path for wind driven rain to reach the pull station or push button inside. Flush mounted installs with no exposed conduit don't need it.
3) Is the STI-3003 a complete protective cover or just a part?
Just a part. The 3003 is the conduit gasket only, a sealing piece for the conduit entry on a Stopper II or Weather Stopper cover. You still need the Stopper cover itself to protect the device.
