Yes. The 45-129 swivels to cut around the circumference of the cable jacket for a clean ring cut, then locks to slit along the length of the jacket so the jacket peels off in one piece. That is the point of the swivel blade: you do not need a separate ringing tool and slitting tool.
3) Does the IDEAL 45-129 come with a spare blade?
A spare blade stores in the base of the handle, so a replacement is on the tool when the working blade dulls mid-pull. No separate parts order needed to keep cutting.
4) Will the IDEAL 45-129 work on multi-conductor feeder cable, or only single conductor?
