1) Will a Sylvania FT40DL lamp fit my existing twin-tube fixture?
The FT40DL uses a 2G11 four-pin base, the standard base for long twin-tube compact fluorescent fixtures. If the lamp you pulled out has a 2G11 base and is a 40W FT40DL type, this drops straight in. If your old lamp has a 2G7, GX24q or G24q base, it is a different lamp family and this will not seat.
2) Does the FT40DL need a ballast, or can I put it in a line-voltage socket?
