1) Is the Metallics MGSW117 toggle switch a center-off three position switch?
Yes. The MGSW117 is an SPDT toggle with an On/Off/On action, so it has three positions: one load energized in the up position, nothing energized in the center, and a second load energized in the down position. One common input feeds either of two outputs, which is what you want when you need to pick between two circuits from a single switch and also have a true off in the middle.
2) Can I use the Metallics MGSW117 to switch two separate circuits from one toggle?
That is exactly what the single pole double throw arrangement does. The MGSW117 has one common terminal and two throw terminals, so flipping it one way closes circuit A and the other way closes circuit B, with the center position opening both. It will not switch two independent poles at the same time, though. If you need two isolated circuits made and broken together, you need a double pole switch, not this SPDT.
3) Does the Metallics MGSW117 stay in position, or is it momentary?
The On/Off/On designation describes a maintained switch: it holds in whichever of the three positions you leave it. Momentary versions are written with parentheses around the momentary positions, such as (On)/Off/(On), and that is not what this switch is. Pick the MGSW117 when you want the selection to stay put after you let go.
