1) Does the TownSteel CE-75 lock, or is it just a passage set?
The CE-75 is passage function only, no key and no locking. Both levers stay free at all times and the latch retracts from either side, which is what you want on corridors, hallways and closet doors that never need to be secured. It is listed as non-keyed. If you need to secure the opening, you need a different function in the CE family, such as a keyed entrance or storeroom lock.
