2) Can I use the Eaton C361 disconnect outdoors or in a washdown area?
No. The C361 carries a NEMA 1/12 enclosure, which covers indoor general purpose service and indoor dust, dirt, and dripping non-corrosive liquid. It is not a wet-location or washdown rating, so an outdoor motor disconnect, a rooftop unit, or a hosedown area needs a NEMA 3R or 4X enclosure instead.
