Yes. The Marise LED mini pendant is damp location rated and ETL, cETL and IP44 listed, so covered porches, gazebos and similar sheltered spots are fine. It is not rated for wet locations, so keep it out of direct rain or spray.
2) What dimmer works with the WAC Marise LED pendant?
Use an electronic low voltage (ELV) or TRIAC dimmer. The driver in the Marise pendant is built for those two types and dims smoothly through them. A standard incandescent/magnetic low voltage dimmer is not the right control here.
3) Will this pendant run on 277V in a commercial building?
Yes. The Marise LED pendant has a universal input driver concealed in the fixture that runs on 120V, 240V or 277V, so the same part number works on residential 120V circuits and on 277V commercial lighting branch circuits. It is hardwired, not plug-in.
