1) Do I need to pre-drill a pilot hole for these screws?
No. This is a Type BSD self-drilling and tapping screw, so the drill point cuts its own hole and the thread taps it in one pass. One tool, one operation, no pilot. The only limit is material thickness, which must fall between 0.035 and 0.110 inch.
2) Will a #10 x 1-1/2 in. self-drilling screw rust outdoors or in a wet location?
The JTEK19PSS is made from 410 stainless steel, which is a hardenable martensitic stainless. It has to be hardenable to drill its own hole, so it resists corrosion far better than plain carbon steel but it is not as corrosion resistant as 300 series stainless. Fine for damp interiors, exterior strut, and coastal-adjacent work; for constant salt spray immersion look at a bi-metal screw with a 300 series body.
3) Can I run these self-drilling screws with an impact driver without snapping them?
Minimum torsional strength on the JTEK19PSS is 61 lb-in, with a hardness of Rockwell C38-46. That is enough for drilling and tapping sheet metal under screw-gun speed, but an impact driver can easily exceed 61 lb-in once the head seats. Use a clutched screw gun or a depth-sensing nose and back off as soon as the head bottoms. Metallics notes drill time runs about 2.5 seconds through a 1 mm plate.
