A #3 Phillips bit. The recess measures 0.245 to 0.258 in. diameter and 0.123 to 0.146 in. deep, so a #2 bit will bottom out and cam out under load on a 3 inch screw.
3) How much of a 3 inch Metallics wood screw is actually threaded?
Roughly the lower two thirds. Metallics states the thread rule as length of thread = 1 inch then 2/3 thread, which on a 3 inch screw puts about 2 inches of thread with an unthreaded shank below the head. That shank is what lets the screw clamp the top board down instead of jacking it apart. Thread pitch is 13 per inch with a tapered point.
4) Can I use these zinc plated wood screws outdoors or in a damp location?
