Yes. The Keystone HPS-100X-Q-KIT is a 100 watt high pressure sodium ballast kit wired for 120 volt input, so it lands on a standard single-voltage 120V branch circuit with no multi-tap selection to make. It is matched to 100W HPS lamps only, so do not use it to fire a 70W or 150W sodium lamp.
2) What lamp does this Keystone HPS ballast kit fire, and will it work with a metal halide lamp?
It is built for S54 high pressure sodium lamps, which is the ANSI designation for the 100W HPS lamp. It will not run a metal halide lamp. HPS and metal halide use different ballast characteristics and different ANSI codes, so match the lamp's ANSI code on the lamp end to S54 before you wire it in.

That is the typical use. It is a HID power product for commercial outdoor, parking lot and area, security and perimeter, warehouse, roadway and industrial lighting. No. This kit is a 120V-only unit, not a multi-tap ballast, so a 277V feed will not work with it. For a 277V circuit you need an HPS ballast rated for that input, or the fixture needs to be fed from a 120V branch instead.
