1) Will a flat head slotted machine screw sit flush in a countersunk hole?
That is what the flat head is for. The head measures 0.38 to 0.412 in. across with a head height of 0.112 to 0.132 in., so it seats flush in an 82 degree countersink of that diameter. If your hole is not countersunk, the head will stand proud and you want a pan or round head instead.
2) Do these stainless machine screws meet Buy American and ARRA requirements for a public job?
Metallics lists the JFM194SS as both Buy American compliant and ARRA compliant. Country of origin is China. Institutional and government buyers writing a domestic-preference spec should read both of those together against the clause in their contract.
3) Is 18-8 stainless the right choice for outdoor or wet-location fastening?
18-8 stainless handles general atmospheric corrosion, which is why these screws turn up in food processing and refrigeration equipment as well as damp electrical work. It also holds strength better than plain steel when the application runs warm. For heavy salt or chemical exposure, 18-8 is not a marine-grade alloy.

Dimensions follow ASME B18.6.3-1998 with SAE material.
6) Is a machine screw the right fastener here, or do I need a self-tapping screw?
A machine screw has no point and cuts no thread. The JFM194SS needs a tapped hole or a nut, which is how box and device mounting holes come. If you are fastening into sheet metal or a drilled hole with no thread in it, you want a self-tapping or sheet metal screw, not this.
