1) Do I need to drill a pilot hole for a #12 Type A sharp point tapping screw?
The JDS186 is a Type A tapping screw with a gimlet (sharp) point, so it drives into thin sheet metal or a punched hole and forms its own thread. No tapping needed. In heavier gauge you still want a pilot hole sized to the screw's minor diameter; the sharp point only starts the screw, it does not drill.
2) Does the Metallics JDS186 screw qualify for a Buy American or ARRA funded project?
Metallics lists the JDS186 as both ARRA compliant and Buy American compliant. Country of origin is shown as multiple, so if your specification requires a single named country of manufacture, that has to be confirmed against the lot you receive.

It is case hardened to Rockwell C28-38 with a minimum torsional strength of 83 lb-in, made from AISI 1016-1024 steel. That is enough to drive into light gauge steel with a nut driver, but an impact driver leaned on hard will still twist a #12 head off. Drive it with controlled torque.
5) Can I use these zinc plated tapping screws outdoors or in a damp location?
The JDS186 is steel with a zinc finish, which is a general purpose indoor plating. It handles dry interior electrical work and occasional damp fine, but it is not a substitute for hot dip galvanized or stainless in direct weather, wet locations, or corrosive environments. For those, specify a stainless fastener instead.
