1) What size Phillips bit do I need for Metallics JTSF32 screws?
A #3 Phillips bit. The recess is 0.262 inch in diameter and 0.144 inch deep, which is larger than the #2 most crews keep in the driver, so a #2 will cam out and chew the recess. Keep a #3 in the pouch before you start the run.
2) Can I use these on a federally funded or Buy American job?
No. The JTSF32 is not Buy American compliant and is not ARRA compliant, with country of origin listed as multiple. On a job with domestic sourcing requirements you need a domestically produced fastener instead.

They are rated to 83 lb-in minimum torsional strength and case hardened to Rockwell C28-38, which is normal for a hardened sheet metal screw. An impact driver will exceed 83 lb-in easily, so run it on a low setting or use a clutch drill and stop at seating. Over-torque is the usual cause of snapped heads on this size.
6) Do Metallics JTSF32 tapping screws meet a published dimensional standard for spec submittals?
Yes. Dimensions conform to ASME B18.6.4-1998 and the threads to ASME B18.6.4, with steel per AISI 1016-1024. Metallics does note that #9 diameter dimensions are independent of ASME B18.6.4, but that caveat does not apply to this #12 screw.
