2) Can I use a 4 inch ProPress street elbow instead of soldering on a copper riser?
That is exactly the point of it. The 20678 is pressed cold with a ProPress tool, so there is no torch, no flame permit and no draining the line dry the way a 4 inch solder joint demands. On large diameter copper that is where most of the labor saving shows up. You still need the correct 4 inch ProPress jaw or ring and actuator, which is not supplied with the fitting.
