Orange is the APWA uniform color code for buried communication, alarm, signal lines, cable and conduit. The Metallics DT3TPO is the orange version, so it is the one you lay over telecom and signal conduit runs rather than over power (red) or water (blue).
2) What makes this tape detectable, and why does that matter for a buried conduit run?
Detectable tape carries a metallic foil core laminated between plastic film, so a locator or metal detector can pick it up from the surface. That is the difference from plain non-detectable marking tape: with the DT3TPO in the trench, a crew locating buried telecom conduit can find the line without excavating. Non-metallic conduit or direct-buried cable has nothing to detect on its own, which is exactly where detectable tape earns its place.
3) Is the Metallics DT3TPO tape the same thing as electrical caution tape used above ground?
No. Above-ground barricade tape is for temporary site control and is not buried. The DT3TPO is a detectable underground marking tape, meant to be laid in the trench above the conduit as backfill goes in, so the line is both flagged to anyone digging later and traceable from the surface. If you need temporary barrier tape for a work zone, this is the wrong product.
