1) Is the 10250T501 pushbutton maintained or momentary?
Momentary action. The contact changes state only while the button is held and returns as soon as you let go, so it suits start, jog, and reset duty. For a stay-put on/off you need a maintained pushbutton or a selector switch instead.
2) Can this B-Line 10250T operator be used outdoors or in a washdown area?
The rating covers NEMA 3, 3R, 4, 4X, 12 and 13, so it is suited to outdoor, raintight, hosedown, corrosion-resistant, and oil/dust industrial locations when installed in a correspondingly rated enclosure. The enclosure rating still governs the overall installation.
3) Does the 10250T501 pushbutton come with contact blocks, or do I order those separately?
This is the operator only: the half shrouded black plastic actuator with chrome bezel and its mounting. Contact blocks are separate items in the 10250T family, so specify the NO/NC arrangement you need for your circuit along with it, plus a legend plate if the station needs marking.

Half shrouded means the bezel collar rises partway around the button, so it resists a bump or a brushed sleeve while still being easy to press with a finger. It is a middle ground: flush buttons give the most protection against accidental actuation, extended or mushroom heads the least. It is non-illuminated, so there is no lamp to feed or replace.
5) Does the black button on this operator mean it has to be a stop button?
No. Black is the conventional colour for start, jog, and general-purpose functions, not for stop, and this one is a momentary operator. For an emergency stop you want a red mushroom or palm head device, not a half shrouded black button.
