The Scotchlok 557 takes 22 through 16 AWG, solid or stranded. The limit that actually catches people is insulation diameter, not gauge: both the run and tap conductors must be 0.120 inch (3.05 mm) maximum over the insulation. Thin-wall thermoplastic wire like TFN, TFFN, AWM, TEW and SAE GPT falls within that; heavier-jacketed 16 AWG may not seat in the U-contact.
2) Do I have to strip the wire before using a Scotchlok 557?
No stripping. The 557 is an insulation displacement connector, so the tin-plated brass U-contact cuts through the insulation and bites the copper when you crimp the cap shut. Just cut the conductors to length, seat them fully in the connector, and crimp.

A pigtail connector like the 557 terminates the ends of two conductors together, the way a wire nut would, so both wires dead-end in the connector. A run-and-tap Scotchlok instead lets an uncut run wire pass straight through while a tap is spliced onto it. If you need to branch off a circuit without cutting it, the 557 is the wrong style.
6) Can I use a Scotchlok 557 on a 277 or 480 volt circuit?
The 557 is rated to a maximum recommended 600 V, so 120, 277 and 480 V circuits are within rating. Temperature ceiling is 105 C (221 F). Note the gauge range tops out at 16 AWG, which in practice means control, signal and fixture-wiring work rather than branch-circuit conductors.
