1) Will this 3M Scotchlok female disconnect fit a 1/4 inch male tab?
Yes. The Scotchlok vinyl insulated female disconnect is built to mate with a 0.25 inch (6.35 mm) male tab, which is the standard quarter-inch blade used on most HVAC controls, relays and appliance terminals. Slide it straight onto the tab; no tool needed to disconnect it later.
2) What wire sizes can I order this 3M Scotchlok quarter-inch female disconnect in?

3) Can I use these red vinyl disconnects on 120V and 277V control circuits?
