Yes. The Metallics JFM61 is cut to 40 threads per inch in UNC form, made to ANSI/ASME B1.1, so it mates with any standard 4-40 UNC tapped hole, nut, or insert. Thread length is the full 1 inch nominal screw length, so allow for how deep your tapped hole actually goes.
2) Does the head on the JFM61 machine screw sit flush in a countersunk hole?
It's a flat head, which is the countersink style that finishes flush with the surface when the hole is chamfered at 82 degrees. Head width runs 0.191 to 0.212 in. and head height 0.055 to 0.067 in., so your countersink needs to be at least that wide to bury the head completely. On an unchamfered hole the head will stand proud.
3) Are these zinc plated steel screws OK for outdoor or damp locations?
These are AISI 1006-1022 carbon steel with a zinc finish. Zinc plating handles indoor and dry enclosure work fine, but it is a sacrificial coating, not stainless, so in wet, washdown, or exterior exposure it will eventually rust. For those locations specify a stainless machine screw in the same 4-40 x 1 in. size instead.
