1) Will this flat head screw sit flush, and how big a countersink does it need?
Flat head means it seats flush in an 82 degree countersink. The head measures 0.191 to 0.212 in. across and 0.055 to 0.067 in. high, so the countersink opening has to be at least about 0.212 in. wide for the head to drop fully below the surface. On unprepped sheet metal with no countersink, the head will stand proud by roughly a sixteenth of an inch.
2) Do these Metallics machine screws meet a dimensional spec I can cite on a submittal?
Head, slot, and body dimensions conform to ASME B18.6.3-1998, and the thread conforms to ANSI/ASME B1.1. Those two are the ones a spec writer looks for on a slotted flat head machine screw. Note for government work: these are not Buy American compliant and not ARRA compliant, and country of origin is listed as multiple.
3) What screwdriver fits the Metallics JFM46, and will a power driver work?
It is a slotted drive, with a slot 0.031 to 0.039 in. wide and 0.02 to 0.03 in. deep. Use a small flat cabinet-tip blade that matches that width. The slot is shallow on a #4 head, so hand driving or a low-torque driver is the practical choice, a high-speed impact will cam out and chew the slot.

That is the screw's own breaking strength in tension, not the strength of whatever it threads into, so on thin sheet metal or plastic the tapped hole will strip well before the screw fails.
