Yes. The P184-TG is the shallow version built for 2x6 framing, with a recessed depth of 5.5 inches. A 2x6 joist is 5-1/2 inches deep, so the can sits within the cavity without needing furring or a dropped section. If your framing is 2x4, this housing is too deep.
2) What size hole do I cut in the ceiling for a Progress P184-TG housing?
Cut a 5-1/8 inch ceiling opening. The housing frame itself measures 14.0625 inches wide and 5.6875 inches high overall, so allow for that footprint above the drywall when you lay out against joists or ductwork.
3) Can this recessed housing touch insulation, or do I need to keep batts back from it?
It is an IC/Non-IC housing, so blown or batt insulation may sit in direct contact with the can. That matters in a 2x6 remodel ceiling where you cannot reliably maintain a clearance gap around the fixture. It also works fine in an uninsulated bay.
