1) Will a #6 x 1/2 in. flat head tapping screw sit flush in a countersunk hole?
Yes, that is what the flat head is for. The JTSF12 head measures 0.238 to 0.262 in. across with a head height of 0.069 to 0.083 in., so it seats into a standard 82 degree countersink and finishes flush or slightly below. If your plate or box is not countersunk, the head will stand proud by about that head height.
2) Do I have to drill a pilot hole for these Type A tapping screws, or will they self-start?
These are gimlet point Type A tapping screws, so the sharp point starts in thin sheet metal or a punched hole without threading it first. You still want a pilot hole in heavier gauge stock. Type A is a coarse 18 threads per inch thread made for thin sheet metal and soft material, not for machine-threaded holes.
