1) Will a #6 x 3/4 in. Type A tapping screw sit flush in a countersunk hole?
Yes, if the hole is countersunk. The JTSF14 has a flat head measuring 0.238 to 0.262 in. across with a head height of 0.069 to 0.083 in., so it seats flush in a countersunk or dimpled hole in sheet metal or a device box ear. In a plain drilled hole with no countersink the head will stand proud.
2) Do I have to pre-tap the hole for these Metallics self-tapping screws?
No. The JTSF14 is a Type A tapping screw with a gimlet point, so it forms its own thread in a pilot hole in sheet metal. The 18 threads per inch and 0.22 in. gaging diameter set the pilot size you drill for. Tapping the hole first defeats the point of the screw.
3) Can I use these screws on a federally funded job with Buy American requirements?
