Yes, a flat head seats flush only in a countersunk or dimpled hole. The JFM106 head measures 0.285 to 0.312 in. across with a head height of 0.084 to 0.1 in., so plan a countersink in that range if you want the head level with the surface. In sheet steel plate or an un-countersunk hole the head will stand slightly proud. If you need a bearing surface on a flat untapered hole, use a pan or round head 8-32 instead.
