1) Will a #8 x 3/4 in. Type A tapping screw hold in sheet metal without a pre-tapped hole?
Yes. The Metallics JSTS14 is a Type A tapping screw with a gimlet point, so it cuts its own thread as it drives into a pilot hole in sheet metal. Thread count is 15 threads per inch, which is the coarse Type A spacing meant for thinner gauge stock, not for thick structural steel. For heavy plate or hardened material you want a self-drilling Type B or a machine screw into a tapped hole instead.
2) Can I use stainless tapping screws to fasten into aluminum or steel enclosures?
You can, but watch the dissimilar metal contact. The JSTS14 is 18-8 stainless, and driving stainless into aluminum or plain steel can set up a galvanic couple that corrodes the softer metal in damp or coastal conditions. Indoors and dry it is a non-issue, and the stainless is what you want for exterior or wash-down locations. Where you are fastening aluminum outdoors, isolate the joint or use a matched-material screw.
3) Are these screws Buy American or ARRA compliant for a government or institutional job?
No. The JSTS14 is not Buy American compliant and is not ARRA compliant, with multiple countries of origin. If your contract carries a domestic sourcing clause, this screw will not satisfy it and you need a domestically produced fastener.
