The 27 inch (686 mm) rough-in is the supply dimension from the wall centerline to the valve. The tube can be cut during installation, so shorter rough-ins are workable on site. It is not adjustable longer, so 27 inches is your maximum.
2) Is this flush valve ADA compliant for a public restroom?
The handle is an ADA-compliant non-hold open type that shuts off automatically after each flush, so the user doesn't have to hold it down. That's the detail inspectors look at on accessible stalls.
3) Can the Ultima manual flush valve be mounted with the handle on the left side?
