1) Can I use the Blackburn KL69-1 on copper service entrance conductors?
No. The KL69-1 is an aluminum service entrance splice, sized 4/0 to 4/0. For a copper run, or for a copper to aluminum transition, you need a connector rated for those conductors instead.
2) Does the Blackburn KL69-1 splice come insulated, or do I have to cover it myself?
It ships bare, with no insulation on the connector. You supply the covering yourself, typically heat shrink or tape appropriate to the service voltage and the location of the splice.
3) Is the Blackburn KL69-1 a compression splice or a set screw connector?
Compression. The KL69-1 is crimped with a compression tool and die, not tightened with a set screw, so once it is crimped it is a permanent joint. Plan on having the correct die for the barrel before you are up the pole or in the meter socket.

The connector is 3-1/2 inches overall, so allow for that length plus your conductor strip in the enclosure, wireway, or handhole where the splice lands. In a tight meter can or trough, measure the available run before committing to a compression splice of this length.
