1) What conductor sizes does the Blackburn IKL64 service entrance splice take?
The IKL64 is a two-port splice sized A: 4/0 and B: 3-4, so one side takes 4/0 conductor and the other takes 3 or 4 AWG. It joins two conductors only, not three.
2) Can I use the IKL64 splice on both aluminum and copper service entrance conductors?
The body is aluminum, and the IKL64 passes the requirements of ANSI C119.4, the standard covering connectors for aluminum and copper conductors in underground and service applications. It is also RUS Listed. Confirm the AL/CU marking on the part itself matches the conductor metal you are joining.
3) Does this splice need a crimp tool, or is it a mechanical set screw connector?
It's a compression splice, so it has to be crimped with a hydraulic or battery compression tool and the correct die for the barrel. There are no set screws. Budget for the tool and dies as separate items.
4) I'm reducing from 4/0 aluminum service entrance cable down to #4 at a meter can. Is this the right connector?

Allow for a splice body of 4 inches with a 5-1/2 inch sleeve over it, plus bending room on both conductors and clearance for the crimp tool head. In a tight hand hole the tool head is usually the limiting factor, not the splice.
6) Is the IKL64 splice insulated, or do I have to tape and sleeve it after crimping?
An insulating sleeve is part of the assembly, listed at 5-1/2 inches over the 4 inch splice, so you are not building up the insulation from tape alone. Install the sleeve per the maker's instructions once the crimp is made.
