1) Does the American Lock A3560WOKA padlock come with a core, or do I have to order the cylinder separately?
No core in the box. The A3560WOKA ships without a cylinder, so you supply the small format interchangeable core yourself in whatever keyway your building already runs. That's the point of the WO (without cylinder) version: a facility with an existing SFIC system drops its own core in and the padlock joins the same key system as the doors.
