No. The QCSH3 cuts a thread into solid base material, so it needs concrete, brick or solid block to hold. For hollow drywall or a hollow block cell you want a toggle or hollow-wall anchor instead.
2) What driver do I need for a Quadrive concrete screw with a 1/4 inch head?
The QCSH3 has a 1/4 inch head, so it drives with a 1/4 inch hex socket or nutsetter in an impact driver or drill. Quadrive is the drive style on the screw itself; the hex head is what your tool grips.
3) Do I still have to pre-drill for a 3/16 inch concrete screw?
Yes. The QCSH3 is a screw anchor, not a self-drilling fastener, so the concrete or block gets a pilot hole drilled with a carbide hammer-drill bit first, then the screw cuts its own thread as it goes in. Drill the hole deeper than the screw will sit so dust has somewhere to go.
4) Is a 3/16 x 2-1/4 concrete screw removable and reusable?
It backs out with the same 1/4 inch hex driver, which is why contractors use concrete screws for temporary bracing, formwork and anything that gets relocated. Reusing one in the same hole is not a good idea, though, since the thread it cut is already formed and holding value drops. Move to a fresh hole.
