Spring wing toggles like the Metallics J1592 are made for hollow walls and ceilings, drywall, plaster, hollow block, hollow-core doors. The wings fold down to pass through a drilled hole, then spring open behind the panel and clamp against the back face when you tighten the 10-24 screw. They need open cavity behind the material. In solid concrete or masonry they will not open, so use a sleeve, wedge or screw anchor there instead.
2) Can I reuse a spring wing toggle if I take the screw out?
No. Back the 10-24 screw all the way out of a J1592 and the wing assembly drops into the wall cavity and is gone. If you expect to remove and reinstall the item, plan on a fresh anchor each time, which is part of why these are bought 100 to a jar, or use a removable style anchor such as a toggle-type with a retained strap.
