No. A spring wing toggle needs open cavity behind the material for the wings to swing out, so it works in drywall, plaster over lath, hollow block and sheet metal, but not in solid concrete or grout-filled block. For solid masonry use a sleeve anchor, wedge anchor or screw anchor sized to the fixture load.

Steel with a zinc plating. That is fine for dry interior work such as drywall ceilings and hollow block walls, but zinc plated steel is not a corrosion finish for wet or exterior exposure, so for outdoor or constantly damp locations pick a stainless anchor instead.

Spring wing toggles like the J1590 are the choice when the wall is hollow and the load matters. The wings fold through a drilled hole and spring open behind the board, spreading the load across the back face of the drywall instead of relying on friction in the hole, which is all a plastic expansion anchor does. The tradeoff: the toggle needs a larger hole than the screw, and if you back the screw out the wing drops inside the cavity. For light trim or a cover plate, a plastic anchor is simpler.
