Wedge anchors like the 3/4 x 5-1/2 TS65121SSD are for solid, cured concrete. In hollow CMU or brick they can blow out the face shell or spin in the mortar joint, so use a sleeve anchor or a screen tube with adhesive for masonry instead.
2) How much of the 5-1/2 inch length is usable thickness for what I'm fastening?
Usable thickness is the 5-1/2 inch overall length minus your embedment depth into the concrete, plus you lose the nut and washer stack at the top.
