No. The JTA14314 is a toggle type anchor: it works by passing through the face of a hollow wall and spreading a toggle behind it. In solid concrete or solid grouted block there is no void for the toggle to open into, so it will not set. For solid concrete you want a wedge anchor, sleeve anchor, or a concrete screw instead.

Each jar holds 25 of the 1/4 x 3-1/4 hollow block toggle anchors. Metallics ships this item in jar pack, so if you need a few hundred for a conduit or strut run you are ordering multiples of 25.

Drill to suit the folded toggle, not the 1/4 inch bolt. On a 1/4 inch toggle the wing has to pass through the hole folded flat, so the hole is noticeably larger than the bolt diameter, and it has to go all the way through the block face shell into the cell. Drill a test hole in a scrap or an inconspicuous spot and confirm the toggle passes and springs open before you lay out a full run.

Not the anchor. Once the bolt is backed out of a toggle anchor, the toggle drops into the block cell and is gone. Plan on a fresh anchor from the jar of 25 any time a fixture has to come down and go back up.
