A strap toggle like the NT38 uses a plastic strap to walk the metal channel flat behind the wall, then the strap snaps off at the surface. The advantage over a spring wing toggle is that the channel stays in place when you remove the bolt, so you can take the fixture down and re-bolt to the same anchor later. Spring wing toggles drop into the cavity the moment the bolt comes out.
